Telepathy:

Elves have some capacity for mental communication. For Arwen specifically, it requires permission/willingness from the recipient (She's not Morgoth, so there will be no forcing of communication on people because wow rood). This is not an ability Arwen would really use except for in dire circumstances as there are more races in her general vicinity than just Elves. She also cannot read minds as her powers are not as strong as that of her Grandmother's.

***In extreme cases of emergency, she would reach out to someone close by if someone in her family/extended elf family/Aragorn wasn't available - but that would definitely be handled OOCly first.

Healing:

She is a very skilled healer, having learned from her father. If she comes upon your character injured, would she be able to help them?

Are there any mental blocks she might encounter in case of emergency? <b>Healing:</b> If she finds your character injured, can she help them? Would she come across anything unusual such as weird colored blood or a heart beat located somewhere else, etc (weird biology, allergies, resistance to certain herbs)?

Telepathy: Yes, go for it! He'll be wary for a while (thank you Morgoth for messing with him) and will resist more intrusive communications. I'll update this if it changes!
Healing: He'll be grateful for her help, don't see any issues with her succeeding.

Telepathy: Yes. Merlin's main way of 'blocking' is by not responding, but he has a hard time not answering if the person is speaking to him.
Healing: Merlin would welcome the help! He's been working as a physician and finds it rather hard to heal himself without help in many cases.

Telepathy: She's welcome to contact him this way, but he tends to keep it to short messages as he sees little point in prolonged conversation this way. He's fully capable of blocking, and as a rule, keeps mental blocks up around most people unless he really really trusts them.
Healing: She can if she wants! It'd be a way to gain his trust and enough care that he's more likely to fight for her. She'd find his heartbeat far slower than humans (for example) but otherwise he's pretty easy to heal thanks to his own natural healing ability.

Julien!
Telepathy: Julien would prefer not to but in an emergency he'd disregard that, and nothing prevents it.

Also despite his protestations(he was born human and still calls himself one) Julien's an animal in most aspects. I wouldn't mind him being easier to read than most people.
Healing: Go for it. He tends to have athelas in his system and is mostly a bird - sensitive to smoke, pneumatized bones, thicker blood, massive heart etc.

Telepathy: Yes, sure.
Healing: It's unlikely to be an issue. TGE will take care of herself.

Telepathy: He's open to being communicated with mentally, although in this as all things, Jiji is very feline and therefore is unlikely to react predictably, or by keeping his paws to himself.
Healing: Jiji is, to all physical senses, an ordinary, healthy cat. He is, however, a witch's cat-familiar, and that may be apparent to Arwen's magical senses
